Summary
CO2 emissions continue to rise, even though some countries, such as Germany, are making great efforts to protect the climate. In many places however, there is little incentive to adopt ambitious climate policies despite the worsening climate crisis because fossil fuels are still easily available and relatively cheap. And while the costs of national climate policies are borne by a few, the benefits of local climate efforts are diffused across the world and over time. What do we know about such cooperation problems?
